The Cape Cod Renewable Fuels Partnership (CCRFP) is a group of federal and state officials and agencies, local and county officials and agencies, and other energy stakeholders brought together by U.S. Representative William Delahunt and his staff. The CCRFP is committed to expanding the use of renewable fuels in local communities by providing a forum to educate potential users and to create opportunities for funding and collaboration.

CCRFP participants are cooperatively identifying potential renewable fuel markets and infrastructure needs for Cape Cod, developing recommendations and identifying steps required to make the use of renewable fuels viable, and taking collaborative action to maximize economic, environmental, and social benefits.

The CCRFP's focus on biofuels complements and supports a broader effort by the Cape & Islands Renewable Energy Collaborative (CIREC) to accelerate the transition to a sustainable energy future throughout this region.

Partnership Goals
Participants in the CCRFP have jointly defined the following goals:

  • Develop and implement a 3-year Strategic Implementation Plan.
  • Educate potential users and potential suppliers to gain acceptance of renewable fuels and increase demand to decrease cost.
  • Inventory vehicle fleets (including off-road vehicles such as construction equipment) and identify appropriate potential renewable fuels.
  • Include fuel storage capabilities for the fleets.
  • Provide incentives for fleets to purchase flex-fuel vehicles when feasible.
  • Define costs and benefits of the different fuel possibilities, encompassing embodied energy, environmental and social impacts, etc.
  • Explore distribution issues.
  • Explore potential to manufacture fuels on Cape Cod and potential development funding.
  • Define issues and required training for fleet maintenance, operations, and storage.
  • Don't limit options for the future
    • Explore local fuel source options such as algae, waste cooking oil, and animal fats.
    • Explore development of partnerships with agricultural areas like western Massachusetts.

Ongoing Work
The CCRFP is currently working with Cape Cod communities and other municipalities to adopt the Declaration of Support for Renewable Fuels and the U.S. Mayor's Climate Protection Agreement. The documents identified below were adopted at a November 2006 special town meeting in Provincetown, and they are being presented to decision-makers in other communities. As of August 2007, Truro, Eastham, and Orleans also have signed on to the Declaration of Support, while Truro is the only other town to have committed to the U.S. Mayor's Climate Protection Agreement. (Several years ago, both Falmouth and Barnstable joined the Cities for Climate Protection Campaign and established climate policy goals.)

CCRFP participants also have succeeded in making biodiesel available through Barnstable County's fuel procurement program and in getting the Cape Cod Regional Transit Authority to begin using a B20 (20% biodiesel by volume) mix. The towns of Barnstable, Harwich, and Provincetown are purchasing biodiesel for municipal vehicles via the County bid.

CCRFP participants continue to work together to inform development of state policies favorable to biofuel producers and consumers, as well as to conduct education and outreach programs in collaboration with CIREC participants and other stakeholders.

Its framework was created under a community planning grant award from the Massachusetts Technology Collaborative (MTC). The Clearinghouse provides a central location for the collection, classification, and distribution of data, information, and tools addressing energy supply and use in the Cape & Islands region, both now and in the future.
